The Down City Council of Twelve is a forum consisting of representatives from the twelve important racing crews of Down City, representing the twelve colours of Draconium and their corresponding ancient empires. It was instituted centuries ago with the aim of preventing turf-wars and maintaining peace among the crews and in Dragon City by bringing all grievances to the negotiating table. The Council was introduced in Episode 4: Opposing Force.
The current leader of the Council is Phistus of the Grip of the Dragon Crew.
Location[]
The Council chamber, the Round Table, is built on an ancient dragon temple top in Down City near Squire's End. This piece of information is unknown to the very crews who use it. The chamber contains a large round-table around which the members congregate. The walls are adorned with the insignia of all member crews.
Function[]
The Council usually holds democratic meetings to discuss not just racing matters, but security issues and strange activity in the city.
Phistus, as well as several other members, have highlighted that the purpose of the Council is to keep everyone united and working together to prevent another Dragon-Human War. Whilst many, if not all, crews who belong to the Council are united against the idea of a war, many of them fight amongst each other for the powerful position as leader that Phistus holds.
Leadership[]
The leader of the Council has the final say in all matters. A new leader is chosen according to ancient rites: when the incumbent leader of the Council disgraces his/her position, (s)he may be challenged to a dragon jousting match by a person (not necessarily a member) for the leadership position.
The two players, seated on their dragons, charge at each other with jousting spears, armour and shields at the signal of the referee. The player who hits the ground loses the round. If no player hits the ground, the round is repeated. The winner is decided on best-2-out-of-3 basis. Cheating leads to disqualification. At the end of the match, one other person may challenge the leader for the position.
The current leader of the Council is Phistus. He was set-up and thereafter challenged by Moordryd in Episode 4: Opposing Force. Moordryd defeated Phistus but it was later revealed that he cheated with a wraith dragon. He was disqualified and the crown restored to Phistus.
Member Crews[]
While there should be twelve crews who participate in total, as was the ancient way, The Prophets Crew, The Mechanists Crew, Dragon Winds Crew and The Keepers Crew have fallen out of active membership in the Council and only participate in honorary ways for various reasons.[1]

- It is unknown whether, in the past, the Ancient Dragon Booster was the one who originally led the Council of Twelve, considering there are a total of thirteen Draconium colours when Gold Draconium is added to the list.
